Beijing JZSC Judicature Appraisal Center for Intellectual Property (hereafter as JZSC) was established in July, 1999, approbated by the Supreme People's Court of the People's Republic of China (Registry No. 38002), filed with the Ministry of Justice of the People's Republic of China, and issued a judicial appraisal certificate by the Beijing Justice Bureau in 2003 (License No. 1100003). JZSC is one of the IP judicature appraisal organs in Beijing approved by the Beijing High People's Court and the unique judicature appraisal organ designated by the Beijing People's Procuratorate while exercising the power of legal supervision. JZSC provides appraisal and legal consultancy service regarding IP affairs concerning patent, trademark, copyright, computer software and trade secret, etc., for the courts, the procuratorates, the public security organs, the customs, the administrative departments of industry and commerce and the administrative departments of IP at all levels throughout the country, and for the law offices, the IP agencies and enterprises and individuals from home and abroad.
JZSC includes Committee of Experts, Legal Dept., Technical Dept., Consultant Dept. and Administrative Dept. JZSC has a great team consisting of specialists of a variety of fields, including 80 qualified appraisers and more than 300 senior technological specialists and law specialists, wherein, academicians of academic of science, academicians of academic of Engineering, national outstanding contribution specialists, professors, research fellows, senior engineers and law specialists wholly studying IP are included.
JZSC has provided thousands of appraisals or consultations for the customs, the judicature and administrative departments throughout the country, and for enterprises and individuals from home and abroad, with an objective, just, scientific and precise appraisal principle persisted at all time, since it was established, which played an important role in assisting the judicature and administrative departments to hear civil and criminal cases relating to IP disputes, provided valuable references for the involved parties and agents ad items in assisting the party to judge the litigation prospect, grasp the litigation tactic, and reduce the litigation risk and the litigation cost. The high level professional skills, solid legal knowledge, and hard, stringent, cooperative and efficient working attitude were high appraised by our client.

Chief Officers and Judicature Appraisal Experts |

|  Honorary Director: Youpeng Wang
Youpeng Wang, Senior Engineer and Professor, the State Outstanding Contribution Specialist of China, the State Soft Science Specialist who graduated from Tsinghua University majoring in automationlogy, was ever appointed as the director of Beijing Scientific Information Institute, the commissioner of Beijing Intellectual Property Office, was retired in 2003, and now is appointed as the president of Beijing IP Society, the honorary director of JZSC and works as an IP Appraiser, has issued many scientific papers and presided almost 100 IP right appraisals as well.
Director: Jin Zhang
Jin Zhang, Senior Engineer and IP Appraiser, graduated from Beijing University of Chemical Technology, has been engaged in IP management for more than 20 years. Ms. Zhang once was engaged in patent administration work in Beijing IP Office as deputy director general from 1985 on which the Chinese Patent Law entered into force to 1998. Appointed as the vice director of JZSC in 1999 and now assumed the director of JZSC, Ms. Zhang has been in charge of several hundreds of IP appraisals and her work was highly praised by the judicature organs and involved parties for many times.
Vice Director: Jun Zhao
Jun Zhao, Professor, IP Appraiser, graduated from Renming University of China majoring in jurisprudence, has been taking up IP work for more than 20 years, was engaged in cognizing cases of infringements of patent rights and cases of determination of patent rights for more than 7 years in Beijing IP Office, drafted the Rules of Settling Patent Dispute of Beijing, and has been engaged in IP appraisal work for 7 yeas, appointed as the executive vice director of JZSC, and has presided hundreds of IP appraisals so as to amass a plenty of litigation experience and appraisal experience on IP and is high praised by the judicial organs and involved parties.
Chief Legal Consultant: Lumin Zhang
Lumin Zhang, President of the Court of Intellectual Property Rights of Beijing Higher People's Court, has engaged in the IP trail work for more than 20 years since she graduated in 1984. She has judged hundreds of IP cases and is proficient in various intellectual property litigation matters. She is also a part-time Arbitrator of Beijing Arbitration Committee.
Chief Technical Appraisal Expert: Changxing Zhang
Changxing Zhang, Research Fellow, was the leader of the examination departments of the SIPO for more than 20 years, was ever appointed as the vice director of the Reexamination Board of the SIPO, the director of the Mechanical Examination Dept., the director of the Patent Examination Cooperation Center, the member of the Academic Council of SIPO, has issued dozen academic papers regarding patent examination in mechanical field as well as in IP field and was well skilled in patent examination, is now the Chief IP Appraiser and is appointed as the director of the Committee of Experts of JZSC.
Chief IP Assessment Expert: Weiming Qu
Weiming Qu, Senior Engineer, intangible property assessment expert, vice chairman of Beijing IP Society, graduated from the mechanical department of Huazhong University of Science and Technology, began to take up asset assessment in 1987, was once appointed as the principal of the first assert assessment item of Ministry of Finance People's Republic of China, presided in compiling the Intangibles Assessment Manual, was appointed as the Chief IP Assessment Expert of JZSC in 1999, presided almost one hundred of patent, trademark, trade secret value evaluations and the loss evaluations caused by infringing IP right, and possessed abundant experience in IP evaluation.

To Beijing JZSC Judicature Appraisal Center for Intellectual Property:
On 18 October, 2004, our court commissioned your center to make a judicature appraisal about Case 2004. Ningsiweijianzi No.36 (The Plaintiff: Jiangsu Zetian Chemical Fiber Co., Ltd. And the defendant: Changzhou City Wujinhuangli Synthetic Fiber Factory on patent infringement dispute). After your centre took the case, your centre did a very careful and detailed appraisal work according the requests of our commission contract and completed the whole judicature appraisal in a very high quality. After we showed the judicature appraisal report made by your centre to the two sides of the case, both the plaintiff and defendant were convinced and agreed totally with the result of the judicature appraisal report. Moreover, the plaintiff even withdrew the case immediately after they read the judicature appraisal report.
The judicature appraisal report made by your centre has fully shown the scientific nature, objectivity, fairness and impartiality of a judicature appraisal which has provided our court a reliable evidence for this trail. We are really impressed about Comrade Jun Zhao and Jin Zhang. During the judicature appraisal, as we know, they have worked so hard and carefully investigated and collected every single proof. Hence, our court suggests that a Commendation and Encouragement Award should be given to Jun Zhao and Jin Zhang due to their hard and good quality work for this judicature appraisal report.
